Estimation Engineer (Mechanical)

Responsible for accurately estimating the costs associated with mechanical engineering projects, ensuring competitive and comprehensive proposals for clients. This role involves collaboration with various stakeholders to analyze project requirements, evaluate costs and contribute to the successful bidding process.

  • Study tender documents including drawings, project specification, BOQ, scope of work, contract details and conditions.

  • Preparing tender study report by analyzing the scope of work.

  • Study tender BOQ, quantities take off, sending enquiries to the subcontractors’ vendors to get competitive quotations.

  • Implement tender strategy as communicated by proposals / estimation manager.

  • Liaise with construction / operations team to establish execution / method statements and reflect the same in estimation.

  • Work closely with project managers, engineers and procurement teams to refine project scopes and deliverables.

  • Establish direct cost resources required to execute various activities.

  • Prepare man hour calculations for various activities.

  • Preparing technical clarifications to client for discrepancies in tender documents after reviewing. Incorporating the changes after response.

  • Participate in pre- tender meetings, site visits and preparing site visit report to analyze the project scope of work.

  • Analyze vendor technical offers and commercial as well in view of project specifications and standards.

  • Preparing comparative statements to analyze and select the most appropriate vendors and subcontractors.

  • Prepare vendors cost comparative study report to get financial selection of vendors/ subcontractor & price.

  • Preparing required bid documents includes commercial and technical submittals.

  • Collect all vendors’ technical data sheets, vendor’s specification, drawings and compile in line with tender documents to prepare technical bid submission.

  • Preparing coordinating post tender technical clarifications and commercial as well.

  • Coordinating with vendor post tender clarification to technical qualifications.

  • Assist the management for post tender commercial negotiations with client and vendors as well to reach competitive pricing.

  • Ensure the organization has a robust cost estimating process in place to meet production/project requirements and in line with quality standards

  • Support continuous improvement through cost engineering techniques and processes, identifying inefficiencies and cost optimization opportunities

  • Analyze and identify key areas of improvement and apply cost estimation techniques to drive cost reductions and aid operational processes and efficiency

  • Monitor and review data and information to detect and assess problems and make recommendations to resolve issues

  • Review, analyze and understand economic trends and consider risks and cost implications.

  • Preparation of technical proposals as per client’s requirement.

  • BE or Masters – Mechanical 

  • 7 – 10 years experience as an Estimation Engineer

  • Must have worked in large Oil & Gas EPC / LSTK Projects

  • Must have worked in ERP Environment & well versed with MS Office Skills (Excel, Word, Outlook & PowerPoint)

Contract Administrator

Responsible for contracting regulations, policies and practices in Saudi Arabia.

General Responsibilities

  • Administers assigned contracts maintaining a continual review of progress and providing management with information regarding projected financial, schedule or technical difficulties.
  • Monitoring financial performance, financial analysis (including trend analysis), and preparing project performance reports and recommendations for the executive team. 
  • Monitoring, reviewing, and keeping relevant parties informed on the timeliness, cost, revenue, risk, progress, and performance of the project
  • Ensure that the requirements of the contract documents are implemented and maintained throughout the contract period.
  • Interact with the Client representatives & the Project Management team as necessary.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, contract performance, contract administration and other major matters.
  • Ensure all warranties, bonds, insurance guarantees, etc. are in place maintained, and updated in accordance with the Contract and in compliance with the Client’s requirements.
  • Fully responsible for communicating and interacting with customer post award of contract until assigning of a Project Manager and continued support till the project is mobilized and Project Manager is in place.
  • Support the Estimation and Project Management with respect to contractual implications of change orders.
  • Maintain a readily available, neat and traceable copy of all Contractual Documents and communication of all Contracts, for ongoing as well as closed Contracts.
  • Prior to mobilization, prepare milestone project plan, cost control plan and revenue projection plan.
  • Ensure invoicing is done as per the milestone revenue projection plan for every project. Bring to management notice and for resolution any issues in this regard.
  • Acts as Company representative after signing of contract till contract closure operations wise and financially.
 
 

Specific Responsibilities

  • Provide periodic and regular reports to Management on financial and operational performance of ongoing projects.
  • Do other contracts related tasks as requested by the Management.
  • Degree in Engineering / Business Administration or equivalent.
  • Minimum 5 years experience in the post award administration of contracts.
  • Demonstrable knowledge of contracting regulations, policies and practices in Saudi Arabia, specifically Saudi Aramco contracts is an advantage.
  • Sound mathematical and technical skills.
  • Ability to think methodically, to design, plan and administer contracts.
  • Ability to maintain an overview of all ongoing Contracts / projects.
  • Excellent verbal and written communication skills in English (Arabic is an advantage).
  • Negotiating, supervisory and leadership skills combined with the ability to delegate.
  • Excellent computer skills.
Level: Mid-Level

Executive Secretary

An Executive Secretary required to play a crucial role in ensuring the efficient operation of the Executive Office. This position requires a high level of professionalism, discretion and organizational skills.

  • Scheduling and managing appointments, meetings and conferences for executives.
  • Drafting, reviewing, and handling communication such as emails, letters and memos.
  • Preparing reports, presentations and other documents required by executives.
  • Maintaining accurate and organized records including meeting minutes, files and documents.
  • Organize and coordinate meetings, conferences and events, including preparing agendas, taking minutes and following up on action items.
  • Serve as a primary point of contact between the executive and internal/external stakeholders.
  • Facilitate effective communication and collaboration between departments and external partners.
    Maintain and organize confidential files and records.
  • Ensure all documentation is accurate, up-to-date, and filed appropriately.
  • Supporting strategic initiatives by coordinating tasks and following up on action items.

Junior Estimation Engineer (Mechanical)

Assist in preparing accurate cost estimates for various small to mid-form projects, while preparing technical proposal documentation for all EPC/LFC projects throughout the bid submission process.

Estimation

  • Develop detailed cost estimates for various small to mid sized construction and maintenance projects under supervision of Senior Estimation Engineers and Estimation Manager.
  • Go to site visits and analyze project scope of work, IFP package/drawings, technical specifications and other documentation to obtain project requirements.
  • Collaborate with Senior Engineers and the Estimation Manager to determine project scope/objectives, bidding strategy and prepare competitive Commercial proposal.
  • Prepare accurate BOQ and research the local market to identify current costs for material, labor and equipment including productivity factor/rates.
  • Coordinate with Vendors to obtain proposals and utilize estimation software with advanced computer skills and tools to generate accurate cost projections.
  • Prepare and present detailed estimation calculation reports with basis for consideration to stakeholders, primarily to the Estimation Manager.

 

Documentation

  • Prepare Technical and IKTVA proposals using standard company templates to align with the Technical Requirements detailed in the RFP package. This includes meticulous drafting, writing, documentation, files compiling and content presentation skills.
  • Prepare all graphs and illustrations including bar charts, histograms, preliminary organization charts, drafting proposed personnel CVs, preliminary L1/L2 level project schedule etc.
  • Assist and guide Document Controller in maintaining comprehensive and organized records of all estimation-related documents. Ensure all project documentation is complete, accurate and up-to-date.
  • Develop and maintain databases for historical cost data and unit prices.
  • Create, modify, and update templates for estimation documentation as and when necessary.
  • Track changes in project scope and update estimates accordingly.
  • Ensure proper documentation of assumptions, exclusions and clarifications in estimates.

 

Communication

  • Excellent English language skills is mandatory including speaking and writing, to communicate effectively with clients and to prepare documentation/plans of high quality which are free from grammatical/verbal errors.
  • Communicate and coordinate effectively with project teams, suppliers and subcontractors to gather necessary information.
  • Provide support during project meetings by supplying relevant documentation and data.
  • Respond to queries from internal and external stakeholders regarding estimates and documentation.
